In the Manual for the application of Bio regional Planning in the Western Cape (PGWC 2003), bio - regional planning is defined as land-use planning and management that promotes sustainable development.
In practical terms, bio - regional planning refers to the the planning, design and development of the environment within the parameters of ecological systems in a manner that ensures environmental sustainability.
The co-operative governance principle is enshrined in the SA Constitution - Government and the community share responsibility for:
- land-use planning for both public and private land;
- defining and implementing development options that would ensure that social upliftment and economic development needs are met in a sustainable manner;
- Prioritising issues such as rural development, land reform, environmental conservation, economic development, tourism, roads and infrastructure, and the use of agricultural land for non-agricultural purposes.
Currently the lack of a holistic approach to development and land use in the Western Cape is the root cause of urban sprawl and the irreversible destruction of our natural environment.
The Stellenbosch municipal district (SMD) :
- was established in 1676, the oldest town in SA, and its cultural and historic heritage is an invaluable national asset;
- is the heart of the SA wine region;
- is characterised by the ancient oak trees that line its streets, the Eerste River that runs through the valley, the surrounding mountains, its educational institutions and natural beauty.
At the current rate of building and construction on farms and winelands in the district, Stellenbosch will soon become part of the Cape Town metropolitan sprawl - unless residents, developers and authorities start working together to ensure the development is beneficial for the whole community, now and in the future.
This website attempts to inform all residents and other stakeholders in Stellenbosch of developments in the town and district and their impact on the character, identity and future of this unique town and environment.
